Information sent on behalf of Lancashire Constabulary

Good Afternoon ,

We have had an increase of reports for begging on Colne Road, namely at One Stop and Home Bargains. A percentage of these reports come from members of the public reporting the aggression and abuse they have received from those hanging around the shops asking for money.

The local Neighbourhood Policing Team regularly speak to these individuals and offer advice regarding where to access support for food parcels, drug and alcohol rehabilitation, and housing, and we will often complete the necessary referrals to facilitate access to that support.

The majority of these individuals present as homeless, however they have informed us that they have access to accommodation.

In order to protect the local community, individuals who engage in aggressive begging will be issued with Community Protection Warning Notices.

I would like to remind you that Begging is a criminal offence and whilst we understand a number of people have fallen on hard times due to a variety of unforeseen reasons, we have a duty to keep members of the public safe.

If you have any concerns about someone's vulnerability or specific behaviour that concerns you, contact us!
