Information sent on behalf of Cambridgeshire Constabulary

Dear Subscriber,

Welcome to you to your first newsletter from the City Centre Neighbourhood Team.
A newsletter will be sent to you on bi-weekly basis with updates on our priorities and links to crime prevention advice.
In this first newsletter, Sgt Morris is going to introduce the team and our priorities.

“Your city centre policing team is currently made up of one Sergeant, two Police Community Support Officers and four Police constables.

Peterborough City Centre has a number of priorities that we focus on:
Operation Luscombe: Operation Luscombe focuses on tackling the effects of begging and associated street ASB through the creation of ‘The Intervention Hub’.
The Hub is a centralised meeting point that all partners come together at on a weekly basis to offer the support vulnerable individuals required to break the cycle of rough sleeping (and associated offending/ASB).
The aim of the operation is to address individuals support and welfare requirements, which have led them to have to beg, which in turn will reduce the issue begging in particular which has a detrimental effect on the local community and businesses through a partnership approach by education and intervention.
Operation Luscombe focusses on support and engagement from the partnership agencies assessing an individual’s needs.  There will be a minimal amount of Law enforcement to encourage this engagement through the distribution of firstly an invitation to attend The Hub and then through Community Protection Warnings (CPW’s) and Community Protection Notices (CPN’s), however the success of the operation will be measured on the number of individuals who are successfully supported to maximise their income and reduce their financial burdens, and for those who are homeless, the number placed into accommodation and/or diverted to support away from the streets.
If individuals fail to engage with the agencies then a decision will be made to focus on enforcement through a streamlined process which will be mirrored throughout the County, with the final stage being arrest and application of a Criminal Behaviour Order. Since its launch in September 2020, 4 Criminal Behaviour Orders have been granted, 11 Community protection notices and 26 community protection warnings.
The low amount of criminal behaviour orders proves that the intervention hub works and has increased on the quality of life for those who work and live and visit Peterborough City Centre.

Operation Glacier: Op Glacier is Cambridge Constabulary’s response to Sex workers, prostitution, brothels and sex work in Peterborough. The team focus on making the City Centre and surrounding residential areas safe places to live, work, and engage in recreational activities through the targeting of those who seek to commit offences under the Sexual Offences Act. This is a complex piece of work where the team seek to support those who are most vulnerable within society, yet supporting the community for whom are often effected through this behaviour. Over the course of the pasty

In addition to the above, the team are continuing to support those effected by volume crime within the city and seek to disrupt those who persistently seek to cause disruption and commit crime against the retail outlets.

We recognise the impact that cycle theft, anti-social parking and the illegal use of E Scooters have upon those who work, visit and reside in the city and we will seek to support those who are affected by these matters.

Finally, I want to thank those of you who recognise the hard work my team put in, and your support is always appreciated.

Best Wishes.

Sergeant Andy Morris”
